Objective(s): |
To consider, revise and possibly finalise the preliminary draft instrument on online and related offline content and behaviours carrying a risk of harm.
To examine and comment on the study of the consultant experts, Rachel O’Connell and Joanne Bryce concerning the elaboration of the meaning of “harmful content”, as referred to in Council of Europe instruments, in order to promote coherence in the protection of minors in all media in the Information Society.
To consider and discuss the preliminary findings and research regarding the human rights roles and responsibilities of stakeholders in the Information Society.
To discuss the translation and dissemination of the Council of Europe Handbook on Internet Literacy.
To discuss and propose further strategies to promote digital inclusion.
To examine the responses to the questionnaire on the implementation of the 2003 Council of Europe Declaration on freedom of communication on the Internet by the member States and, thereafter, and to decide on follow-up.
To examine proposed revisions and modifications to the Recommendation No. R (99) 15 on media coverage of election campaigns in the light of the development of digital broadcasting services and other new communication services, and to decide on follow-up.
To discuss possible themes and speakers, and anticipate the outputs, of the 2006 Pan-European Forum on human rights in the Information Society
To discuss ways to promote Council of Europe standards concerning human rights in the Information Society.

Output/Results: |
The Council of Europe Handbook on Internet Literacy was referred to and disseminated widely on the occasion of Safer Internet Day on 7 February 2006 and in certain activities of the European Year of Citizenship through Education. Apart from the English and French versions, Bulgaria, Greece, Portugal and Turkey had also translated the Handbook into their national languages.

Conclusions/Follow Up: |
Consensus reached on the direction and structure of the draft instrument and also on it being developed as a draft recommendation rather than a declaration. Furthermore, it was agreed that the Secretariat would rework the draft following the comments and suggestions put forward by the Group.
Agreement reached on the need to prepare guidelines on the roles and responsibilities of key actors in the information society with particular regard to Article 10 of the European Convention on Human Rights and the relevant case-law of the European Court of Human Rights. A working group of experts formed to prepare preliminary draft guidelines.
It was concluded that other member states should be encouraged to respond to the questionnaire in order for it to prepare a comprehensive analysis of the impact of the 2003 Council of Europe Declaration on freedom of communication on the Internet.
A working group comprising members of Armenia and Belgium, together with the Secretariat, was established to prepare a text, proposing revisions and modifications to the Recommendation No. R (99) 15 on media coverage of election campaigns in the light of the development of digital broadcasting services and other new communication services.
Agreed to explore ways in which to associate the non-governmental organisation Online/More Colour in the Media (OL/MCM) in promoting Council of Europe standards concerning human rights in the information society.
