Objective(s): |
The objectives of the seminar were to discuss with participants:
- Regulation of online media in Ukraine
- The Council of Europe standards relevant for regulation of online media
- Practical experiences regulating online media from other European countries |
Output/Results: |
A seminar was organised by Internews Ukraine together with the Council of Europe and the National Commission on Freedom of Speech and Development of the Information Sphere under the President of Ukraine.
Two Council of Europe experts, Mr Thomas Schneider and Mr Bogdan Manolea, presented the Council of Europe standards and in the field. They stressed the potential dangers for freedom of expression of introducing a registration requirement for online media (currently under discussion in Ukraine) and made reference to CoE standards and case law of the ECHR. This lead to overall consensus among participants that a registration requirement should not be introduced.
