Activity Synopsis

Objective(s):

- Revision of the European Convention on transfrontier television (ECTT) so as to widen the scope of the Convention to new audiovisual media services and to harmonise it with the future EU Directive on Audiovisual Media Services;
- Examination of the application of article 9a of the ECTT in the light of a list of events of major importance notified by ''the Former Yugoslav Republic of Macedonia'';
- Exchange of views with representatives from Israel and Morocco

Output/Results:

The T-TT considered the draft proposals in view of the revision of the ECTT and decided that the work be continued by a Drafting group.
Concerning art 9a ECTT, the T-TT took note of the legal opinion by the Secretariat, and concluded that its application for the purpose of the mutual recognition of the list notified might give rise to legal uncertainty. It agreed that the wording should be changed before the procedure could be applied.
The exchange of views with representatives from Israel and Morocco was fruitful and it was recalled that the ECTT was open for accession also by non-member states.

Conclusions/Follow Up:

In order to facilitate the revision of the ECTT in the shortest possible delay, the Standing Committee agreed to replace the spring session of the T-TT plenary meeting in 2008 by two meetings of the drafting Group. The 43rd meeting of the T-TT is scheduled to take place on 13 and 14 November 2008.
