Activity Synopsis

 
Objective(s):

. Elect a Chairperson and Vice-Chairperson for 2007;

. adopt a work plan based on the updated terms of reference;

. elaborate a proposal for further action: Methodology for the monitoring of media concentration;

. continue the monitoring and compilation of a compendium of good practices in member states in the field of: Implementation of Recommendation No. R (2003) 9 on measures to promote the democratic and social contribution of digital broadcasting;

. consider working method in view of the preparation of a standard-setting instrument on possible measures which could be taken in support of media or their contribution: The role of the media in promoting social cohesion and the integration of different communities, with special attention to the role that can be played by community, local, minority and social media;

. consider working method in view of the preparation of a document or standard-setting instrument: The role of the media in promoting social cohesion and the integration of different communities; addressing the ways in which the public in all its diversity can be involved in consultative programming structures;

. consider working method in view of the preparation of a report or a standard-setting instrument on possible support measures for independent productions: The role of the media in promoting social cohesion and the integration of different communities; the importance of independent productions for media pluralism and social cohesion. 

Output/Results:

. Elected Ms Zrinjka Peruško (Croatia), as Chairperson and Mr Jacques Favre (Switzerland), as Vice-Chairperson;

. discussed its updated terms of reference; agreed to set-up an ad hoc working group to prepare a draft document on the draft work plan for 2007 - 2008;

. agreed and set-up a working group to prepare a draft report on Methodology for the monitoring of media concentration;

. noted the compendium of replies to the questionnaire on the implementation of Committee of Ministers Recommendation No R (2003) 9 on measures to promote the democratic and social contribution of digital broadcasting and also noted that the information gathered was insufficient; agreed that the final format of the document would be determined at its next meeting;

. considered the role of the media in promoting social cohesion and the integration of different communities, with special attention to the role that can be played by community, local, minority and social media; agreed that a consultant was needed, with this in mind, an ad hoc working group drew up draft terms of reference; decided to hold an exchange of views with the consultant at its next meeting;

. considered the role of the media in promoting social cohesion and the integration of different communities; addressing the ways in which the public in all its diversity can be involved in consultative programming structures and agreed to gather more information of the subject;

. considered the role of the media in promoting social cohesion and the integration of different communities, the importance of independent productions for media pluralism and social cohesion, agreed that an ad hoc working group would prepare a draft report. 

Conclusions/Follow Up:

A follow-up is necessary. The next meeting will be held in Strasbourg on 10 and 11 September 2007.
