Activity Synopsis

 
Objective(s):

The aim of the visit was to enable the Broadcasting Council to produce a final draft for bylaws regarding media broadcasting licenses, that is in line with Council of Europe standards 

Output/Results:

Mid-February, the Broadcasting Council sent the expert a draft of a license for terrestrial TV coverage. Before leaving for Skopje, the expert sent back a first list of questions to the Broadcasting Council. These questions as well as other comments on the text were then discussed during the expert’s 3 1/2-day meeting with the Broadcasting Council.

During the meeting Mr Oudenaarden also gave the representatives of the Broadcasting Council a detailed description of the regulation of broadcasting in the Netherlands and the Dutch Media Act.

In turn, the representatives of the Broadcasting Council gave the expert a more in-depth account of broadcasting landscape (legal framework, practical problems) in their country which helped the expert to respond more closely to the needs of the drafters.

During his stay, Mr Oudenaarden also met with representatives from national broadcasters and NGOs.
 

Conclusions/Follow Up:

Following Mr Oudenaarden’s visit and expertise, the Broadcasting Council decided to draft a Rulebook to accompany the new licenses. It was then proposed to organise a public debate about the draft license and the Rulebooks. At Mr Oudenaarden’s suggestion, the Broadcasting Council also decided to consider the granting of a temporary license to bridge the change of licence systems.
