Activity Synopsis

 
Objective(s):

1. To examine a report on measures to implement the Recommendation on the protection of minors from pornographic programmes and decide on the follow-up to be given to the report.

2. To finalise the review of the European Convention on Transfrontier Television provisions concerning the scope of the Convention, the jurisdiction, the protection of minors, cultural objectives, freedom of information and mutual assistance.

3. To adopt an opinion on the interpretation of Article 4 of the European Convention on Transfrontier Television (freedom of retransmission).

4. To examine the issue of the territorial enlargement of the application of the European Convention on Transfrontier Television.

5. To adopt an amendement to the Rules of Procedure concerning the drafting of meetings reports.

 

Output/Results:

1. The Standing Committee agreed that the contributions collected in the report on measures to implement the Recommendation on the protection of minors from pornographic programmes should be used as a basis for a consolidated document detailing the national legislation on the protection of minors and the relevant practice.

2. The review of the European Convention on Transfrontier Television provisions concerning the scope of the Convention, the jurisdiction, the protection of minors, cultural objectives, freedom of information and mutual assistance was finalised.

3. An opinion on the interpretation of Article 4 of the European Convention on Transfrontier Television (freedom of retransmission) was adopted.

4. The Standing Committee decided to continue its contacts with a view to extending the territorial scope of the European Convention on Transfrontier Television. It also decided to ask the Committee of Ministers formally to invite those Council of Europe states which had not yet done so to ratify the Convention.

5. An amendment to the Rules of procedure concerning the drafting of the report was adopted. 

Conclusions/Follow Up:

1. For the 41th meeting, the Secretariat should collect contributions from those delegations that had not provided any input to the report and ask the co-operation of the European Platform of Regulatory Authorities to complete the report and make a suitable tool mutual assistance.

2. A preliminary draft text of the revised European Convention on Transfrontier Television should be prepared for the 41th meeting.

4. The Secretariat should continue to establish contacts with a view to extending the territorial scope of the European Convention on Transfrontier Television.
