Activity Synopsis

 
Objective(s):

To consider the proposed revisions of the representative of Armenia, and the next steps, regarding Recommendation No. R (99) 15 on media coverage of election campaigns in the light of the development of digital broadcasting services and other new communication services

To consider the draft guidelineas on the roles and responsibilities of stakeholders in the Information Society prepared and presented by the representatives of the Netherlands, Armenia and Austria.

To consider the findings and analysis of the representative of Bulgaria, and to decide on next steps, regarding the responses to the questionnaire by member states concerning the 2003 Council of Europe Declaration on freedom of communication on the Internet.

Following a presentation by invited guest speaker, Ms Divina Frau-Meigs, to consider and discuss possible future strategies to promote digital inclusion, inter alia by means of media education that could be developed in accordance with its terms of reference and the CDMC Work plan in respect of the Kyiv Action Plan

To discuss possible work priorities of the MC-S-IS beyond its current mandate for the period 2007/2008, and to consider the CDMC Work plan in respect of the Kyiv Action Plan in particular those elements under sub-theme 3 (Human rights and regulation of the media and new communication services in the Information Society).
 

Output/Results:

Finalised draft Recommendation on empowering children in the new information and communications environment. 

Conclusions/Follow Up:

Agreement reached to develop the proposed revisions of the working group by inviting further comments on Recommendation No. R (99) 15 on media coverage of election campaigns in the light of the development of digital broadcasting services and other new communication services.

Agreement reached to further develop the draft guidelines on the roles and responsibilities of stakeholders in the Information Society and to invite further comments.

It was concluded that there were too few responses received to reach a fully informed decision on the Declaration’s implementation. It was agreed to continue urging as many members states to respond to the questionnaire as soon as possible so that the representatives of Bulgaria and the Netherlands could complete their analysis of the responses to the questionnaire.

Agreement on the need to insert additional information and references to human rights in each of the fact sheets contained in the Council of Europe Handbook on Internet Literacy. The representatives of Malta and Switzerland agreed to undertake this review.

Agreement reached to review and consider its current and possible future mandate and to send proposals to the Secretariat.
