5. Implementation of Recommendation R (2003) 9 on measures to promote the democratic and social contribution of digital broadcasting – compilation of a compendium of good practices in member states in this field

6. Examination of the role of the media in promoting social cohesion and the integration of different communities:

(a) the role that can be played by community, local, minority and social media – elaboration of a draft document or standard-setting instrument on possible measures which could be taken in support of these types of media

- exchange of views with Mr Lewis, consultant invited by the Council of Europe to prepare a report on the matter

(b) the ways in which the public, in all its diversity, can be involved in consultative programming structures – preparation of a document or standard-setting instrument on the matter

(c) the importance of independent productions for media pluralism and social cohesion – preparation of a report or a standard-setting instrument on possible support measures for independent productions

Activity Synopsis

 
Objective(s):

. Elaborate a proposal on the methodology for the monitoring of media concentration;

. consider the compilation of a compendium of good practices in member states in this field: Implementation of Recommendation R (2003) 9 on measures to promote the democratic and social contribution of digital broadcasting;

. examine the role of the media in promoting social cohesion and the integration of different communities;

. preparation of a report or a standard-setting instrument on possible support measures for independent productions;

. review the MC-S-MD work in 2008 – fulfilling the tasks under the terms of reference of the group of specialists. 

Output/Results:

. Agreed to prepare a draft report on Methodology for the monitoring of media concentration (based on MC-S-MD(2007)005), for its next meeting to be held in March;

. held an exchange of views with Mr Quint Kik and Mr Edmund Lauf, representatives of the Dutch regulatory authority for the media sector; agreed, subject to available funds, to appoint a consultant to compile an information document as a basis for the final document;

. held an exchange of views on the responses to the additional questionnaire on the implementation of Recommendation R (2003) 9; agreed that an ad hoc working group, would prepare a draft report for its next meeting in March 2008;

. held an exchange of views with Mr Peter Lewis, consultant, on the role that can be played by local, community and minority media;

. noted the replies to the questionnaire on the ways in which the public, in all its diversity, can be involved in consultative programming structures;

. discussed the preliminary draft report on the importance of independent productions for media pluralism and social cohesion, agreed that it should be expanded upon and asked the Romanian delegation to revise the report for its next meeting in March 2008;

. reviewed the MC-S-MD work for 2008;

. agreed that the chairs of the three groups (MC-S-IC, MC-S-MD and MC-S-PSM) together with contact persons within the CDMC and invited experts hold a meeting called ''Living together'' with a view to exploring the possibility of preparing a book. 

Conclusions/Follow Up:

A follow-up is necessary. The next meeting will be held in Strasbourg on 13 and 14 March 2008.
