Introduction
The Council of Europe invites all interested representatives of states, industry (e.g. internet service providers, mobile phone operators, etc), civil society, media, and all other organisations, institutions and experts, to take part in this Pan-European Forum.
In the light of the Council of Europe priorities concerning the protection of children and the Recommendation Rec(2006)12 of the Committee of Ministers to member states on empowering children in the new information and communications environment, this Forum will examine ways and means to best inform and equip children and young people (and also their educators) with the skills needed to exercise (and to enjoy) their human rights and to deal responsibly with on-line content and behaviours which carry a risk of harm.
This multi-stakeholder event will bring together a number of key actors to consider how best stakeholders can provide and facilitate effective information literacy and training to children, young people and their educators.

The potential and challenges for children, young people and their eductaors in the Information Society - what knowledge and skills will they need?

This session will discuss and reflect upon the Information Society impact and effects on European childhood; how to minimize the risks and increase the potential of the Information Society?; how to empower children in order to manage the information flow; identifying the emerging trends in on-line and related off-line content and behaviours?; looking at the key actors who impact on these trends?; the application of children’s rights; building a Europe for and with children; how do we support young people when, in many senses, they are the experts?; what knowledge and skills do children, young people and their educators need to respond to the challenges? Is there a need for information literacy training?

This session, which will include a moderator and several panellists with participation from the audience, could include reference to: who needs to be empowered, and what does empowerment mean in the context of the Information Society?; what current methods/practices are used to inform and equip children, young people and their educators, with reference to the core elements of literacy training programmes?; who are the key actors responsible for informing and equipping children, young people and their educators?; how are human rights integrated into current methods to inform and equip children/young people/educators?

09:30 Session three: Towards meaningful and effective empowerment
Reviewing best practices and their transferability: where are we heading for meaningful and effective information and literacy skills for children, young people and their educators?
Moderator: Mr. Abdelaziz Abid, Senior Programme Specialist, Information Society Division - Universal Access and Preservation Section (CI/INF/UAP), UNESCO, France
This session, which will include a moderator and several panellists with participation from the audience, will discuss best practices in empowering children in the Information Society; how do we make sure that children, young people and their educators are well informed and skilled?; what best practices in fighting illegal, harmful and offensive digital content via the Internet and mobile phones?; understanding what is meaningful and effective empowerment; how to measure and evaluate the efficacy of empowerment practices and policies?; raising awareness, self-regulation and codes of conduct to provide children with quality education, to protect them and protect their rights for access to quality information, freedom of expression and other human rights; what roles for parents, teachers, policy makers and the private sector with regard to the notions of safe management, trust-building and accountability of stakeholders?

| Objective(s): |
To consider the ways and means to best inform and equip children and young people, and also their educators, with the skills needed to exercise their human rights as well as to responsibly deal with on-line content and behaviours carrying a risk of harm.
In this context, the Forum aims to encourage and facilitate multi-stakeholder dialogue and action in the field of media education, in particular with regard to common educational standards, best practices and human rights awareness.

| Output/Results: |
Action Lines and General Report prepared. These provide the participating key state and non-state actors with guidance and objectives on what and how to develop and sustain the empowerment of children and young people in accordance with CoE Recommendation No. R (2006) 012 on the same subject.

| Conclusions/Follow Up: |
The CDMC took note of the General Report and Action Lines and agreed to convey them to the Committee of Ministers with a view to bringing them to the attention of the relevant authorities of member States.
Using on-line tools, the Secretariat is planning on-line discussions with the Forum participants regarding the Action Lines and General Report. |
