Objective(s): |
The main objectives of the Round Table were:
- to discuss the values, standards and principles of news reporting and media coverage of electoral issues in accordance with the Council of Europe standards (Recommendation No. R (99) 15 on measures concerning media coverage of election campaigns);
- to discuss the implementation of the Montenegrin Referendum law and the Code of Conduct for Media;
- to present rules for print media and for commercial broadcasters on the coverage of referendum campaigns.

Output/Results: |
The organisational preparation of the Round table was very good.
During the Round table the Montenegrin Referendum law and Code of Conduct for Media was presented and discussed and during the discussions, it was obvious from the Code that the principles are well recognised and accepted. The law is clear, as it the Code. The challenge at the round table and during the campaign itself is about what these principles might mean in practice and how the detail is worked through during this sensitive period.
A number of issues were discussed including the power and the role of the Serbian media. This is clearly of concern to the Montenegrins but in the end they can only be responsible for themselves and their own standards of behaviour.
One of the points made in the discussion was to emphasise that that journalism does not stop during a referendum campaign. Previous monitoring reports of the OSCE have referred to a lack of analysis within the Montenegrin media. Questions must continue to be put, issues investigated and arguments scrutinised. The key test is being fair and providing balance.
It will also be important to distinguish between legitimate campaigning conducted by government officials and using their office to promote their profile during the campaign.

Conclusions/Follow Up: |
The general conclusion was that most of participants expressed their concern about respect of the Code by Serbian and media of neighbouring countries. During the Round Table it was suggested by some participants to organise an additional Round table where the Serbian media will be present. |
