Activity Synopsis

 
Objective(s):

To examine and approve with a view to transmitting to the CM for adoption:

-a draft Declaration on protecting the role of the media in democracy in the context of media concentration;
-a draft Recommendation on media pluralism and diversity of media content;
-a draft Recommendation on the remit of public service media in the information society.

To prepare draft terms of reference for its subordinate groups and transmit them to the Committee of Ministers for approval.

To examine and if need be finalise a paper prepared in view of its contribution to the White Paper on Intercultural Dialogue.

To discuss the feasibility of a possible future mechanism for promoting respect of Article 10 of the European Convention on Human Rights.

To examine the results of the 2006 Pan-European Forum on Human Rights in the Information Society “Empowering children and young people” (Yerevan, 5 and 6 October 2006), in particular the lines of action envisaged and the general rapporteur’s report.

To examine a number of other issues such as copyright in the interest of its work, the Council of Europe’s participation in the United Nations sponsored global think tank, the Internet Governance Forum (Athens, 30 October to 2 November 2006) and the current and projected Council of Europe contributions to the follow-up to the second phase of the World Summit on the Information Society (WSIS).

To examine a draft reply in response to the Committee of Ministers’ request of 28 September 2006 that committees involved in intergovernmental co-operation at the Council of Europe supply, inter alia, appropriate information on what has been, is being and will be done in pursuance of the Warsaw Summit Action Plan. 

Output/Results:

The CDMC approved and transmitted to the Committee of Ministers for possible adoption:

-a draft Declaration on protecting the role of the media in democracy in the context of media concentration;
-a draft Recommendation on media pluralism and diversity of media content;
-a draft Recommendation on the remit of public service media in the information society.

It prepared draft terms of reference for its subordinate groups and transmitted them to the Committee of Ministers for approval.

It examined and considered satisfactory a draft paper providing a contribution to the White Paper on Intercultural Dialogue and held an exchange with Mr Ulrich BUNJES of DGIV. It offered its further cooperation in the preparation of the White Paper.

It discussed the feasibility of a possible future mechanism for promoting respect of Article 10 of the European Convention on Human Rights and decided that the proposal merited further consideration.

The CDMC examined the results of the 2006 Pan-European Forum on Human Rights in the Information Society “Empowering children and young people” (Yerevan, 5 and 6 October 2006), in particular the lines of action envisaged and the general rapporteur’s report and decided to transmit them to the Committee of Ministers inviting it to bring them to the attention of member States.

Examined a number of other issues such as copyright, the Council of Europe’s participation in the Internet Governance Forum (Athens, 30 October to 2 November 2006) and the current and projected Council of Europe contributions to the follow-up to the second phase of the World Summit on the Information Society (WSIS).


The CDMC took note of the decision of the Committee of Ministers of 29 November 2006 concerning the Parliamentary Assembly Recommendation on the 2003 guidelines on the use of minority languages in the broadcast media and asked the Secretariat to prepare a draft text.

The CDMC examined a draft reply in response to the Committee of Ministers’ request of 28 September 2006 and asked the Bureau to finalise the text in the light of its discussions and of further contributions to be submitted by members of the Steering Committee. 

Conclusions/Follow Up:

The draft Declaration on protecting the role of the media in democracy in the context of media concentration will be considered for possible adoption by the Committee of MInisters in January 2007.

The draft Recommendation on media pluralism and diversity of media content will be considered for possible adoption by the Committee of MInisters in January 2007.


The draft Recommendation on the remit of public service media in the information society will be considered for possible adoption by the Committee of Ministers in January 2007.

The draft terms of reference for the CDMC's subordinate groups will be considered for approval by the Committee of MInisters in January 2007.

The Committee of Ministers will take note of and is invited is invited to bring to the attention of member states the lines of action and report of 2006 Pan-European Forum on Human Rights in the Information Society “Empowering children and young people which contain useful practical guidance for the implementation of the Committee of Ministers Recommendation Rec(2006)12 on empowering children in the new information and communications environment.

In the light of its discussions, and following an exchange of views with Mr Ulrich BUNJES of the Council of Europe Directorate General IV – Education Culture and Heritage, Youth and Sport, the CDMC offered its further cooperation in the preparation of the White Paper and will be represented at the next meeting of CDCULT.

With regard to a possible for future mechanism for promoting respect of Article 10 of the European Convention on Human Rights , the discussion paper will be developed in more detail for further discussion at the 5th meeting of the CDMC.

The Secretariat will synthesise comments provided by CDMC members on Parliamentary Assembly Recommendation on the 2003 guidelines on the use of minority languages in the broadcast media with a view to the Bureau finalising the response and transmitting it to the Committee of Ministers by 1 April 2007.

The draft reply in response to the Committee of Ministers’ request of 28 September 2006 that committees involved in intergovernmental co-operation at the Council of Europe supply appropriate information on what has been, is being and will be done in pursuance of the Warsaw Summit Action Plan and to conduct a critical evaluation of the work carried out in recent years, will be finalised and transmitted to the Committee of Ministers within the set timeframe (first quarter of 2007).
