Activity Synopsis

 
Objective(s):

The main objective of this activity was to explain to the members and staff of the Audiovisual Coordination Council (ACC) of Moldova the principles of functioning of the Monitoring department of the Hungarian National Radio and Television Commission (ORTT). The choice to learn from the Hungarian Commission was made because the Audiovisual Coordination Council (ACC) of Moldova envisaged to develop a similar monitoring department. There was also a general objective of long-running co-operation between the two organisations. 

Output/Results:

The objective of the activity was reached. Beyond a general discussion on the European standards on the supervision of broadcasting and the experience of the Hungarian National Radio and Television Commission, participants discussed different practical aspects of the activity of the ORTT, like basic methods of monitoring television broadcasting, quantitative and qualitative monitoring, legal aspects of monitoring, the assessment of monitoring results and the system of sanctions. Moldovan participants were impressed by the technical possibilities of monitoring and the digital archiving system, explained by their Hungarian colleagues.

A particular emphasis in the debates was put on the future of institutional co-operation between the ACC and the ORTT.
 

Conclusions/Follow Up:

This seminar was the first from a series of different activities planned to be organised jointly by the two regulatory authorities in the broadcasting sector. The next step planned was a visit by the members of the ACC to the ORTT in Budapest. As a practical result of this co-operation, the Audiovisual Coordination Council of Moldova officially opened a monitoring department on 10 January 2006.
