Activity Synopsis

 
Objective(s):

The seminar had the purpose to collect relevant information from official sources as to the steps already taken or to be taken by Ukrainian authorities in view of the ratification of the ECTT. 

Output/Results:

The Ukrainian speakers who had been announced only a few days before the seminar (the Deputy-Chairman of the Parliament’s Committee on freedom of expression and information and the Chairman of the State Committee for Radio and Television Broadcasting) did not appear on the final programme. Two out of three speakers appearing on the programme (the Head of the Secretariat of the Ukrainian Parliament’s Committee on freedom of expression and information and a representative of the National TV and Radio Broadcasting Council of Ukraine), although present during the first session of the seminar, did not show up when they were supposed to intervene. Therefore, no useful information concerning the current status of the ratification process has been provided.

The participants asked a lot of questions to the CoE’s experts not only about the implementation of the ECTT in their countries, but also about the problems raised by the transition from a State Broadcasting to a Public Service Broadcasting system in their own countries.
 

Conclusions/Follow Up:

It appeared that the ratification of the ECTT by Ukraine does not constitute a priority for the Ukrainian authorities.
