Activity Synopsis |

Objective(s): |
. Preparation of a compilation of best practices and examination of how member states ensure the legal, financial, technical and other appropriate conditions required to enable public service media to discharge their remit;
. preparation of a compilation of best practices and examination of strategies of public service media in view of promoting a wider democratic participation of individuals;
. preparation of a report and examination of (a) the role of public service media in increasing the transparency of public authorities and facilitating their scrutiny and (b) the issue of transparency and accountability of public service media themselves;
. preparation of a report, examination of the contribution of public service media in promoting social cohesion and integrating all communities and generations; implementation of the Committee of Ministers Recommendation Rec(97)21 on media and the promotion of a culture of tolerance and proposals for further action in this respect.

Output/Results: |
At its sixth meeting, the MC-S-PSM Group:
. Examined the compilation of replies to the questionnaire on how member states ensure appropriate conditions required to enable public service media to discharge their remit, decided that an ad hoc working group would prepare a preliminary draft report and agreed to ask a consultant to carry out additional information-gathering work;
. held an exchange of views with the consultant, Mr Greg Lowe, and agreed that the final document on strategies of public service media in view of promoting a wider democratic participation of individuals, be prepared by mid-November 2007;
. examined the compilation of replies to the questionnaire on the contribution of public service media in promoting social cohesion and decided that the ad hoc working group on this topic would prepare a draft report for the meeting to be held in March 2008;
. discussed the MC-S-PSM work in 2008 and noted that there would be no major changes to it;
. agreed that the chairs of the three groups (MC-S-IC, MC-S-MD and MC-S-PSM) together with contact persons within the CDMC and invited experts hold a meeting called ''Living together'' with a view to exploring the possibility of preparing a book.

A follow-up is necessary. The next meeting will be held in Strasbourg on 27 and 28 March 2008. |
