Activity Synopsis

The general objectives of the round table were to discuss with participants:

- the Council of Europe and the European Union standards on media concentration;

- the possible strategies to promote media pluralism and media transparency in Serbia;

- current regulation in the field of media concentration and media transparency and its implementation in Serbia 

A round table was organised on 16 March 2007 and was opened by Mr. Kojadinovic, Minister of Culture and Ms Nadia Cuk, Deputy Head of Office, Council of Europe Office in Belgrade. The expert speakers Ms Zrinjka Perusko (Professor of media studies, University of Zagreb, Croatia) and Ms Snjezana Milivojevic (professor, Faculty of Political Science, Belgrade University) presented the Council of Europe and the European Union standards on media concentration and initiated discussion on possible strategies to improve existent legislation and promote media pluralism and media transparency in Serbia.

Participants were media and legal professionals and representatives of NGOs. They recognised that the round table topic was very useful. Since the aim of activity was to raise awareness and to bring concrete conclusions on modalities of harmonisation of national legislation with the CoE and the EU standards in this field, participants have discussed possible strategies to improve current legislation. Participants have participated very actively and were interested in finding the best solution for the regulation of media concentration in Serbia.

The conclusion of the round table was that national legislation has to be changed. Participants agreed that the current regulation of media concentration is deficient and pointed out that it would be better to draft a new law instead of making amendments to the positive regulations. The round table was well covered by national and local electronic and print media.

Follow-up activities on the same topic will be organised in autumn.
