Activity Synopsis

 
Objective(s):

The aim of the round table were to:

1) present and discuss the analyses of two main laws related to the media in order to assist the implementation of the European standards into amendments of the two laws taking account the creation of the working group under the Committee of the Freedom of Media in Verchovna Rada working on the amendment of the Law on Television and Radio Broadcasting;

2) adopt the recommendations based on the recommendations proposed by the CoE experts.
 

Output/Results:

- Debates/discussion : the meeting was attended by the most important Ukrainian players to the legislative procedure and also organisations influencing the media development. The participants asked the questions to the CoE experts related to the results of their analyses. The discussion on the recommendation was very fruitful and ended by the adoption of the recommendations.

- Media coverage: information about the round table was published on the web of the main internet newspaper and given to the news agency.

- The round table reached the audience it was designed for. The text of recommendations was adopted and sent to the main responsible policy makers such as: the President of Ukraine, Prime-Minister, president of Verchovna Rada, President of the National Broadcasting Council of Ukraine, President of the State Committee on Television and Radio Broadcasting.
 

Conclusions/Follow Up:

The Ukrainian side prepared the recommendations based on the recommendations of the CoE experts, the participants adopted the revised text of recommendations.

The working group under the Committee of the Freedom of Media in Verchovna Rada is working on the amendment of the Law on Television and Radio Broadcasting, there is non any deadline for this working group, but it is public information – the Committee doesn’t plan to have a final version of the amendments until the autumn of this year. It is advised to come back to these recommendations during the 2nd High Level meeting planned by the OSCE and the CoE on May/June and during the conference planned at the end of October.
