The objective of the Regional conference is to provide a forum for all 89 presidents of the regional clemency commissions in the Russian Federation to discuss the work carried out by their commissions since their creation in early 2002 to date. The conference will also allow for an exchange of views leading to possible recommendations regarding the existing normative basis on clemency, as well as the practice of its implementation by the clemency commissions. In co-operation with the Administration of the President of the Russian Federation. |
