The Joint Training-Seminar for Specialists on Youth Work of the State Authorities alongside with Representatives of the Youth Non-Governmental Organisations from the North Caucasian Federal District of the Russian Federation (50/50 training) |

Within its work programme of field activities in the Russian Federation, namely within the Action Plan for 2010 on the Implementation of the Framework Programme of Cooperation between the Council of Europe’s Directorate of Youth and Sport and the Ministry of Sport, Tourism and Youth Policy of the Russian Federation in the Youth Policy Sphere for 2009-2012 the Council of Europe’s Directorate of Youth and Sport is co-organising a the Joint Training-Seminar for Specialists on Youth Work of the State Authorities alongside with Representatives of the Youth Non-Governmental Organisations from the North Caucasian Federal District of the Russian Federation (50/50 training).
The training-seminar aims at training youth NGO leaders and civil servants in youth work and youth policy implementation in the areas of non-formal education and youth policy cooperation.
Aims: to strengthen co-operation & partnership between non-governmental & governmental key actors in the development of youth policy; to contribute to development of youth policy & youth work in the North Caucasian Federal District according to principles of pluralist democracy, human rights & participation of young people.
Specific objectives: to reflect on current situation & recent developments in youth policy in the North Caucasian Federal District, & what is required of youth policy; to raise awareness about role & importance of youth work & youth policy in the North Caucasian Federal District; to clarify roles of NGO & governmental sectors in society, youth work, & youth policy development & implementation; to create a space for open dialogue & promote mutual understanding & respect between actors within NGO & governmental sectors & encourage co-operation; to help participants to find tools & develop skills to implement new knowledge in daily work; to reflect upon & promote CoE’s youth work values, principals & concepts (equal partnership between government/state/local authorities & NGOs; youth participation, non-formal education, tolerance, intercultural dialogue).
Participants: 30 representatives of youth NGOs (15) and civil servants, responsible for youth issues (15) from the North Caucasian Federal District (Republic of Dagestan, Republic of Ingushetia, Kabardino-Balkar Republic, Kararachay-Cherkess Republic, Republic of North Ossetia-Alania, Stavropol Krai, Chechen Republic).
