ABRIDGED REPORT



1. Opening of the meeting and adoption of the draft agenda



The meeting was opened by the Chairperson, Ms Heather Roy (WAGGGS). The Programming Committee on Youth adopted the agenda of its 11th meeting held in Strasbourg on 28-30 June 2004, as it appears in document DJS/CPJ (2004) OJ 11 prov.



2. Communication of the Director of Youth and Sport



The Programming Committee on Youth held an exchange of views with the Director of Youth and Sport on recent developments in the Council of Europe’s youth field, including the budgetary prospects for 2005.



3. Follow-up of the 2004 programme of the youth sector



The Programming Committee on Youth took note of the conclusions of the monitoring groups, as they appear in document DJS/CPJ (2004) 1, and agreed on the comments to be sent to the Joint Council on Youth contained in document DJS/CPJ (2004) 10. A small informal working group of the Programming Committee was set up to look into the working methods of the monitoring groups.



4. Approval of the programme of activities for 2005:



a) Specific objectives, expected results and evaluation criteria



The Programming Committee on Youth adopted the 2005 programme of the European Youth Centres and the European Youth Foundation, and took note of the youth programme for 2005 as a whole, as presented in document DJS/CPJ (2004) 8, subject to the decision of the Committee of Ministers regarding the 2005 budget. In the event of additional funding sources becoming available during the year, the Committee decided on a priority list for projects included in the programme “pro memoria”. Moreover, the Committee instructed the Secretariat to ensure that the statutory bodies were involved in the definition of activities linked to the partnership agreements with the European Union.



b) Activities to be included in the 2005 programme



The Programming Committee:



- Adopted the list of study sessions to be included in the programme of the European Youth Centres for the first half of 2005 (document DJS/CPJ (2004) 2 / WG).



- Instructed the Secretariat to prepare a proposal for revision of the criteria for study sessions and to submit it for opinion to the Advisory Council in view of its possible adoption at the next meeting of the Programming Committee.



- Approved the grants to be allocated by the European Youth Foundation under category A (applications for the first half of 2005), as appear in document DJS/CPJ (2004) 3, with the modifications presented in document DJS/CPJ (2004) 3 / 3 Addendum / WG;



- Approved the grants to be allocated by the European Youth Foundation under category A (ad hoc applications 2004), as they appear in document DJS/CPJ (2004) 3 Addendum, with the modifications presented in document DJS/CPJ (2004) 3 / 3 Addendum / WG;



- Approved the grants to be allocated by the European Youth Foundation under category B (applications for the period 1 January to 30 June 2005, as they appear in document DJS/CPJ (2004) 4, with the modifications presented in document DJS/CPJ (2004) 4 / 4 Addendum / WG;



- Approved the grants to be allocated by the European Youth Foundation under category B (ad hoc applications 2004), as they appear in document DJS/CPJ (2004) 4 Addendum, with the modifications presented in document DJS/CPJ (2004) 4 / 4 Addendum / WG ;



- Approved the EYF administrative grants for 2004, as they appear in document DJS/CPJ (2004) 5.



- Took note of the grants allocated for one category A ad hoc project and pilot projects (including pilot projects on Human Rights Education) by the Chair and the Vice-chair for the period January to December 2004, as they appear in document DJS/CPJ (2004) 6.



- Approved the Administrative Arrangement between the Council of Europe and the European Youth Forum, as presented in document DJS/CPJ (2004) 7.





5. Secretariat comments and proposals concerning the working methods and criteria of the EYF (DJS/CPJ (2004) 9)



The Programming Committee on Youth held an exchange of views on the Secretariat comments and proposals concerning the working methods and criteria of the European Youth Foundation, as presented in document DJS/CPJ (2004) 9, and made a certain number of proposals to be submitted to the Joint Council on Youth for consideration.



6. Preparation of the agenda of the next meeting



The Programming Committee approved the preliminary draft agenda of its 12th meeting, as it appears in document DJS/CPJ (2003) OJ 12 prov.



7. Date and place of the next meeting



The Programming Committee decided to hold its 12th meeting on 8–10 December 2004 in Budapest.



8. Adoption of the abridged report of the meeting



The Programming Committee adopted the abridged report of its 11th meeting held on 28-30 June in Strasbourg (DJS/CPJ (2004) abridged report PC 11).
