ABRIDGED REPORT





1. Opening of the meeting and adoption of the draft agenda



The Chairperson, Mr Zorko Skvor (Government of Slovenia), opened the meeting. He conveyed the apologies of the members of the Committee who could not be present at the meeting: Mr Jeyhun Osmanli (NAYORA), Ms Camilla Blomquist (DUF) and Ms Heather Roy (WAGGGS). Mr Alexandros Liakopoulos (ETUC) was not present at the meeting.



The Programming Committee on Youth adopted the agenda of its 13th meeting held in Strasbourg on 13-15 June 2005, as it appears in document DJS/CPJ(2005)OJ13PROV1.



2. Communication of the Director of Youth and Sport



Mr Ralf-René Weingärtner, Director of Youth and Sport, gave an oral report on recent developments in the Council of Europe and in the youth field.



The Director informed the Programming Committee on Youth that the Youth Summit held in parallel to the Third Summit of Heads of State and Government of the Council of Europe was a great success. The President of the Youth Forum presented the Final Declaration of the Youth Summit to the Heads of State and Government and the 2006 Campaign “All Different, All Equal” was included in the Action Plan laying down the principal tasks of the Council of Europe in the coming years.



In June 2005, the Committee of Ministers will be discussing the budgetary implications of putting the Action Plan into practice, and the European Steering Group set up to prepare the campaign will be informed of the decisions taken to ensure its financing.



Moreover, another measure included in the Action Plan concerns a 25% increase of the EYF budget over two years.



The Director informed the Programming Committee that the Secretary General had asked all sectors of the Council of Europe to prepare their draft 2006 budget proposals with a 2% “efficiency savings” decrease.



Mr André-Jacques Dodin informed the Committee about the preparations for the Conference of European Ministers responsible for Youth (Budapest, 22-25 September 2005).



3. Evaluation of activities funded by the EYF in 2004



The Programming Committee on Youth took note of the Secretariat memorandum on the evaluation of 2004 activities funded by the EYF (document DJS/CPJ(2005)9).



4. Follow-up of the 2005 programme of the youth sector



The Programming Committee on Youth:



- Took note of the information provided by the Secretariat on the 2005 budget of the European Youth Foundation, and approved the Secretariat proposals contained in document DJS/CPJ(2005)14;



- Took note of the information document on the Partnership between the Council of Europe and the European Commission in the area of youth, as it appears in document DJS/CPJ(2005)12 and requested that this information also be transmitted to the next meeting of the Joint Council on Youth;



- Took note of the conclusions of the Monitoring Groups, as they appear in document DJS/CPJ(2005)1, and transmitted them to the Joint Council on Youth.



5. Approval of the programme of activities for 2005 and 2006



The Programming Committee:



- Took note of the information document on “All Different – All Equal”: 2006 European Youth Campaign For Diversity and Participation, as it appears in document DJS/CPJ(2005)13. Following the decision taken by the Joint Council on Youth at its last meeting to give priority to 2006 EYF-funded activities linked to the campaign, the Programming Committee asked the Secretariat to clearly define, in co-operation with the Steering Group of the campaign, the information to be made available to youth NGOs on the campaign;



- Approved the Secretariat proposals for the 2006 budget of the European Youth Foundation, as presented in document DJS/CPJ(2005)15, with one minor amendment, subject to the decision of the Committee of Ministers regarding the Action Plan adopted by the Heads of States and Government at the Third Summit;



- Adopted the 2006 Youth Programme / budget of the European Youth Centres and the European Youth Foundation, and took note of the youth programme for 2006 as a whole, as presented in document DJS/CPJ(2005)10REV, subject to the decision of the Committee of Ministers regarding the 2006 budget;



- Took note of the intercultural language course programme 2006, as it appears in document DJS/CPJ(2005)11, and entrusted the Secretariat with the task of finding the best solution in order to respect the budgetary decisions contained in document DJS/CPJ(2005)10REV;



- Adopted the list of study sessions to be included in the programme of the European Youth Centres for the first half of 2006 (document DJS/CPJ(2005)2/WG);



- Approved the grants to be allocated by the European Youth Foundation under category A ad hoc (applications from September to December 2005), as recommended by the Secretariat in documents DJS/CPJ(2005)3 and DJS/CPJ(2005)3ADD, with the modifications presented in document DJS/CPJ(2005)3-3ADD-4/WG;



- Approved the grants to be allocated by the European Youth Foundation under category A (applications from January to July 2006), as recommended by the Secretariat in document DJS/CPJ(2005)4, with the modifications presented in document DJS/CPJ(2005)3-3ADD-4/WG;



- Approved the grants to be allocated by the European Youth Foundation under category B ad hoc (applications from October to December 2005), as they appear in document DJS/CPJ(2005)5, with the modifications presented in document DJS/CPJ(2005)5-6/WG;



- Approved the grants to be allocated by the European Youth Foundation under category B (applications from January to July 2006), as they appear in document DJS/CPJ(2005)6, with the modifications presented in document DJS/CPJ(2005)5-6/WG;



- Approved the administrative grants to be allocated by the European Youth Foundation under category C and Cbis, as they appear in document DJS/CPJ(2005)7, Appendix I;



- Took note of the grants allocated for pilot projects by the Chair and the Vice-Chair for 2005, as they appear in document DJS/CPJ(2005)8.



6. State of play of the Secretariat proposals concerning the working methods and criteria of the EYF



The Programming Committee:



- Took note of the Secretariat memorandum DJS/CPJ(2005)16 and agreed on the proposals contained therein;



- Approved the proposed amendments to the EYF Operational Regulations and submitted them to the Committee of Ministers for adoption.



7. Draft agenda of the next meeting



The Programming Committee approved the preliminary draft agenda of its 14th meeting, as it appears in document DJS/CPJ(2005)OJ14PROV.



8. Date and place of the next meeting



The Programming Committee decided to hold its 14th meeting on 5-7 December 2005 in the EYC in Strasbourg.



9. Adoption of the abridged report of the meeting



The Programming Committee adopted the abridged report of its 13th meeting held on 13-15 June 2005 in Strasbourg (DJS/CPJ(2005) abridged report PC13).
