Title: The Second Joint Workshop on the Co-operation between the Youth Sector of the Council of Europe, the Russian Federation and the European Commission 
Description: This seminar on the co-operation between the Council of Europe, the Russian Federation and the European Commission in the field of youth is the follow-up of the seminar organised in June 2007 in Moscow entitled “Council of Europe, Russian Federation, European Commission: the role and visions of partners for future co-operation”. It focused on the priorities identified in the document produced after the Moscow event ''Summary of Key Ideas for Future Co-operation'' (Doc № DJS/PartCE/2008/001E).

The aims of this particular workshop were:

- to advance co-operation and enhance sustainable partnership between the Council of Europe, the European Commission and the Russian Federation in the youth field, focusing on implementation of Key Ideas for Future Co-operation;
- to discuss the priority topics identified by the Russian authorities, such as:
1) improvements of Russian legislation on youth policy,
2) development of targeted programmes concerning risk groups of youth and talented youth;
3) promotion of innovation and quality in youth work
- to consider an advisory mission of European experts to Russia later this year.

The specific objectives were:

- to evaluate the youth co-operation between Russia and the rest of Europe and draw conclusions for the future;
- to inform about ongoing work and the implementation of the Action Plan 2008 within the Framework Co-operation Programme CoE – Russia and to exchange on future priorities and actions in 2009 and beyond in relation to the current situation of young people (needs, realities, rights and responsibilities);
- to analyse European and national youth policy developments (especially in Germany and Norway) with regards to the current specific priorities identified by the Russian authorities.
