Title: Democratic leadership programme, ''creation of an ALumni group within the Russia federation'' 
Description: The target group is:
• Young politicians already in elected positions.
• Leaders of youth branches of political parties or young people involved in political parties.
• Representatives of the Youth Parliament.
• Members of the Youth Chamber of the State Duma.
• Civil servants in charge of youth affairs.
• Leaders of NGOs and in contact with politicians.
• Journalists

The main aims of this course are:

1. to explore civil society’s values and ideas in general and within the actual situation of Russian society in particular and in the regions of South Caucasus and South East Europe;

2. in this framework, to reflect on the role of youth policy and the role of the different actors in its development (youth NGOs, authorities, politicians, media) including through development of ideas for concrete projects

3. to motivate participants, as key social leaders within Russian society, to multiply their awareness, their acquired experience and their new knowledge.

4. to strength the capacity of participants to network and cooperate in the future by creating an alumni group within the Russian Federation

Contents of the course

The following points will be covered during the course:

- review of the previous DLP courses 2003/2004
- reflection on current challenges to Russian society and to the regions of South Caucasus and South East Europe;
- relation between civil society/state and market. The values involved in these relations. The role of politicians, journalists and NGO leaders;
- reflection on youth policy development as a mirror of civil society development;
- interaction between the different social actors: co-operation or competition?
- in this framework, exchange on successful or not-successful pratices, concrete projects, ideas
- networking as one of the sorts of co-operation and building of an alumni group
