Activity Synopsis

The main objective of the conference was to raise awareness on the issue of media concentrations and media transparency among MPs, ministerial staff, broadcasters and journalists.
Two specific objectives were pursued: to present the Council of Europe’s standards on media pluralism, transparency and media concentrations as well as the examples of anti-concentration measures in two European countries (France and “the former Yugoslav Republic of Macedonia) and to encourage an open discussion on the Serbian situation with regard to media concentrations and media transparency.

 

The conference was well organised. The materials distributed to participants included the CM Recommendations R (94) 13 on Measures to promote media transparency, R (99) 1 on Measures to promote media pluralism, R (2003) 9 on Measures to promote the democratic and social contribution of digital broadcasting. The 2004 SEENPM country report concerning Serbia was also made available.

The target groups were only partially reached. Representatives of broadcasters and MPs were absent, with a couple of exceptions.

The discussions focused mainly on the lack of implementation of the Serbian broadcasting act of 2002, the future of Radio Television Serbia and the privatisation of the municipal media. However, concentration of media in itself did not seem to be a matter of major concern for the participants.

The Ministerial staff, which has been only recently appointed, showed a great interest in the presentations made by the CoE experts.
