| Title: | Preparation by a consultant expert of work regarding the protection of children from harmful content when using new communication technologies and services and the Internet, while ensuring freedom of expression and the free flow of information |
| Description: | The Consultant will be tasked with:
1.Preparing a background paper on the protection of children from harmful content when using new communication technologies and services and the Internet, while ensuring freedom of expression and the free flow of information. The background paper should include in particular the following elements: - the definitions to be applied; - the evidence for potential and actual harm to children from new communications technologies and services; - an overview of current measures being adopted to protect children from harmful content; - an overview of the different circumstances pertaining to different Council of Europe member states. 2. proposals for elements, structure and direction of a draft standard-setting instrument on the protection of children against harmful content when using new communication technologies and services. |
