Activity Synopsis

  
Objective(s):

The aim of the study visit was to allow an exchange of best practices in broadcasting regulation between members and staff of the NCTR and experts at the CRA. A particular emphasis was to be put on Council of Europe standards on the granting of broadcasting licenses, transparency in the work of the broadcasting regulator and the monitoring of broadcasting activities during elections and how to apply them in practice. 
Output/Results:

The study visit was very well organised and took place in a friendly and collegial manner. The representatives from the Armenian and the Bosnian regulator compared experiences on decision making procedures on license granting and the frameworks they have developed to ensure the transparency of their work.

The representatives from the CRA also gave their Armenian colleagues an overview on the change to converged broadcasting regulation.

Finally, the CRA experts also presented their visitors from the NCTR examples of their work monitoring broadcasters’ coverage of election campaigns, while having regard to the relevant Council of Europe standards.
 
Conclusions/Follow Up:

A workshop in Armenia for the NCTR is planned as part of the programme as a follow-up to the study visit. It is also suggested to further support the exchanges of the NCTR with other European broadcasting regulators, for example in the framework of the meetings of the European Platform of Regulatory Authorities (EPRA).
