ABRIDGED REPORT
1. Opening of the meeting and adoption of the draft agenda
The meeting was opened by the Chairperson, Ms Heather Roy (WAGGGS). She officially handed over the Chair to Mr Zorko Skvor (Government of Slovenia), who will be Chairperson for the second half of the three-year term.
The Programming Committee on Youth adopted the agenda of its 12th meeting held in Strasbourg on 8-10 December 2004, as it appears in document DJS/CPJ (2004) OJ 12 prov. rev.
2. Communication of the Director of Youth and Sport
Mr Ralf-René Weingärtner, Director of Youth and Sport, gave an oral report on recent developments in the Council of Europe and in the youth field.
The Director made a statement on the “Europe, Youth and Globalisation” Event, notably with regard to the actions taken by the Secretariat in order to ensure the financing of some of the follow-up activities foreseen in 2005. The Programming Committee took note of these actions.
Further, the Director informed the Programming Committee about the good management of the EYCs and EYF 2004 budgets, which will present a very low unspent balance.
Information was given and approved on the actions taken, and to be taken, by the EYF Secretariat in order to finance the requests presented by the NGYOs for improvement of the EYF on line software.
As far as 2005 is concerned, the Director recalled that no changes had been made to the 2005 budget presented during the last meeting and that the budget should be adopted in mid December. He confirmed that an overview of the DYS budgetary evolution over the last four years will be presented to the Joint Council on Youth at its next meeting in February.
Finally, the Director listed the major youth-related events foreseen in 2005: the Youth Summit which will precede the Summit of Head of States (Warsaw, 16-17 May 2005), the 10th anniversary of the EYC Budapest and the “All different, All equal” campaign, the Conference of European Ministers responsible for Youth (Budapest, 22-25 September 2005). He emphasised the importance of the year 2005 for the youth sector as a whole in order to increase its visibility and the means and tools for its development.
3. Follow-up of the 2004 programme of the youth sector
The Programming Committee:
Took note of the conclusions of the Monitoring Groups, as they appear in document DJS/CPJ (2004) 11 rev., and transmitted them to the Joint Council on Youth for consideration during its discussions on the 2006-2008 priorities.
Agreed on the recommendations to the Joint Council on Youth on future methodology for monitoring and evaluation contained in document DJS/CPJ (2004) 11 rev. Addendum.
4. Approval of the programme of activities for 2005:
Activities to be included in the 2005 programme
The Programming Committee:
Adopted the list of study sessions to be included in the programme of the European Youth Centres for the second half of 2005 (document DJS/CPJ (2004) 12 / WG);
Approved the intercultural language course programme 2005 as presented in document DJS/CPJ (2004) 20;
Agreed that the consultative meeting on the language courses is added to the list of p.m. Priority 1 activities to be financed in 2005 if funding is available;
Adopted the grants to be allocated by the European Youth Foundation under category A (applications for the period April to December 2005), as they appear in document DJS/CPJ (2004) 13, with the modifications presented in document DJS/CPJ (2004) 13 / WG;
Adopted the grants to be allocated by the European Youth Foundation under category B (applications for the period April to December 2005), as they appear in document DJS/CPJ (2004) 14, with the modifications presented in document DJS/CPJ (2004) 14 / WG;
Took note of the grants allocated for pilot projects (including pilot projects on Human Rights Education) by the Chair and the Vice-Chair for 2004/2005, as they appear in document DJS/CPJ (2004) 15.
5. Criteria for activities to be held in co-operation with the EYCs
The Programming Committee approved the criteria for activities to be held in co-operation with the EYCs, as presented in document DJS/CPJ (2004) 16, with one minor modification.
6. Evaluation of 2003/2004 activity reports submitted to the EYF
The Programming Committee took note of the Secretariat memorandum DJS/CPJ (2004) 18 and agreed on the recommendations contained therein with one modification.
7. Proposals concerning the working methods and criteria of the EYF
The Programming Committee took note of the Secretariat memorandum DJS/CPJ (2004) 19 and agreed on the proposals contained therein.
8. Preparation of the agenda of the next meeting
The Programming Committee approved the preliminary draft agenda of its 13th meeting, as it appears in document DJS/CPJ (2004) OJ 13 prov.
9. Date and place of the next meeting
The Programming Committee decided to hold its 13th meeting on 13-15 June 2005 in Strasbourg.
10. Adoption of the abridged report of the meeting
The Programming Committee adopted the abridged report of its 12th meeting held on 8-10 December 2004 in Strasbourg (DJS/CPJ (2004) abridged report PC 12).
